Georgian SOE Governance

In recent years, TDB Director Phil Barry has been assisting the IMF to advise countries in Central Asia and Africa on ways to improve State Owned Enterprise governance and financial risk management. The work has focused on improving the transparency of the financial performance of the SOEs and assessing the financial risks to the government and taxpayers from SOEs. A notable example of this analysis is Georgia’s recent SOE Aggregate and Fiscal Risk Analysis that can be found The report, which is tabled in the Georgian Parliament each year, analyses the financial performance of Georgia’s SOEs, undertakes sensitivity analyses to quantify the main financial risks and assesses the quality of the governance of the major SOEs.
